Told through the eyes of Ellen, a well-meaning officer who believes deeply in clipboards, consultation processes, and the healing power of subcommittees, the book charts the transformation of a “once-in-a-generation opportunity” into a once-in-a-lifetime lesson in institutional absurdity.
What begins as a modest plan to rejuvenate a tired town car park quickly balloons into an epic saga involving consultants, mysteriously vanishing budgets, public meetings attended exclusively by the same three angry residents, and a regeneration timeline that expands faster than the project’s risk register.
Based very loosely on the author's time in local government, this fictional offering is written with affectionate cynicism. Standing Orders pulls back the curtain on local democracy, revealing a world where procedure is sacred, progress is optional, and everyone is absolutely certain they are following the rules, just not the same ones.
